PLATFORM OF THE COWETA COUNTY REPUBLICAN PARTY
We gratefully acknowledge the blessing of Almighty God as the source of law and liberty. We ask for His guidance as we seek to restore American government to its moral and constitutional foundations. We therefore present this platform to the people of Georgia and the United States.
STATEMENT OF PRINCIPLES
We believe that America is an exceptional nation, founded on the Judeo-Christian principles of life, liberty, property rights, hard work, and personal responsibility and accountability.
We believe that the U.S. Constitution and the Bill of Rights and enumerated powers should be interpreted literally as handed down by the Founding Fathers.
We believe that Americans should value and preserve their feelings of national strength and pride in our history and promote a brighter future.
We believe the role of government should be limited to those activities and or powers expressly delegated by the people as specifically listed within the state and federal constitutions.
We believe that good government is based on the individual and that each person's ability, dignity, freedom, and responsibility must be honored and recognized.
We believe in the right of every child to be born.
We believe in the right to life from conception to natural death.
We believe the right to self-defense is a fundamental human right.
We believe that marriage is a sacred institution between one man and one woman established by God and not government.
We believe that free enterprise and the individual initiative have given this nation an economic system second to none in the world.
We believe that sound fiscally conservative policy based upon a balanced budget should be our goal.
We believe that to be prepared for war is the most effective means of preserving peace and that it is through example and not force that we can best share with people everywhere the blessings of peace, freedom, and human rights.
We believe in equal rights and equal justice for all, regardless of race, religious creed, age, sex, disability, or national origin.
We believe we must retain those principles worth retaining, yet always be receptive to new ideas with an outlook broad enough to accommodate thoughtful change and varying points of view.
Finally, we believe that the Republican Party is the best vehicle for translating these ideals into positive and successful principles of government.
THE EXPANSE OF GOVERNMENT POWER
Federally mandated legislation, which infringes upon the 10th Amendment rights of Georgia, should be ignored, opposed, refused, and nullified. Regulation of Commerce in Article I, Section 8 of the Constitution has exceeded the original intent. All attempts by the federal judiciary to rule in areas not expressly enumerated by the United States Constitution should be likewise nullified. Any federal enforcement activities that do occur in Georgia should be conducted under the authority of the county sheriff.
Georgia Protecting Georgians
We support Federal legislation remanding all authority over abortion back to the individual States and removing all standing on this issue from the federal judiciary as given by Article III in the US Constitution. We also support family control of end of life decisions.
We support the natural right of self-defense. We support the right of law-abiding individuals to carry a weapon, openly or concealed, without government permission. We support the abolishment of all laws banning the carry of weapons in any location outside of jail or prison.
Restore the U.S. Senate
We support the repeal of the 17th Amendment to the United States Constitution.
We oppose the appointment of unelected bureaucrats and we support defunding and abolishing the departments or agencies of the Internal Revenue Service, Education, Energy, Housing and Urban Development, Commerce, Health and Human Services, Labor, and Interior (specifically, the Bureau of Land Management), Transportation Security Administration, Alcohol, Tobacco, Firearms and Explosives and National Labor Relations Board. In the interim, executive decisions by departments or agencies must be reviewed and approved by Congress before taking effect.
We support Federal and statewide offices term limits for political offices to three terms, or twelve years maximum for any single office.
We support restricting the power of any legislature to impose unfunded mandates.
No Elected Class Exemptions
The Government shall not exempt its members from any provisions of existing or proposed laws.
Defeating Islamic Jihad
We support an active and aggressive defense of our country, Western Civilization, and Christians around the world against Islamic terrorism and expansionist jihad, in cooperation with our allies, and sanctioning nations who sponsor terrorists. We support the reasonable use of profiling, the prosecution of national security breaches, and the revision of laws or executive orders that erode our liberties. We call on governmental agencies to avoid and suspend all activities with all radical Islamic organizations, such as the Council on American-Islamic Relations.
USA Freedom Act
We support the amendment of portions of the Freedom Act, that authorize spying on law-abiding Americans must stop immediately. We support court-ordered warrants on an individual basis in cases directly involving national security.
Abolish National Defense Authorization Act (NDAA)
We oppose the indefinite detention of United States citizens without due process. We urge our government to terminate detention without due process, including, but not limited to, any military enforcement of the federal law within the State of Georgia, under NDAA Sections 1021 and 1022.
Emergency War Powers and Martial Law Declarations
We support the repeal of the War Powers Act and an end to our declared state of emergency. Any declaration of martial law should be approved by Congress.
Elimination of Executive Orders
We oppose the unconstitutional use of executive orders.
Preservation of Americanism and a Republican Form of Government
We support our American republican form of government. We oppose socialism in any form. We support the Georgia General Assembly and the United States Congress in enacting legislation that prohibits any judicial jurisdiction from allowing any substitute or parallel system of law, specifically foreign law (including Sharia Law), which is not in accordance with the United States or Georgia Constitutions.
We support a transparent and accountable legislative process which includes a recorded and published vote and prohibits a legislative change without a vote. All content of any bill must be germane to the title of the act. We support that all bills presented in the United States Congress and Georgia General Assembly include citations to the authorizing constitutional provision, the cost to implement, and impact on the family. We oppose omnibus legislation and the insertion of “pork barrel” funding for special interests. We oppose the use of signing statements by the President to circumvent the law.
We support legislation and a constitutional amendment to require a sunset provision in all legislation passed by U.S. Congress and the Georgia General Assembly.
We support the right to recall our elected officials.
We believe in equal opportunity for all citizens without regard to race or gender. Affirmative Action casts doubt on minority achievement. True minority advancement must come from personal responsibility, accountability, and competitive excellence.
We believe the use of government to favor one business over another is contrary to the principles of liberty, and therefore we oppose the use of crony capitalism in any form or any industry.
Property ownership and free enterprise, the foundation of our collective wealth, must not be abridged nor denied by the government. We support legislation to protect these bedrock rights. Areas of concern are annexation, eminent domain (including foreign entities), property forfeiture, seizure for public or private development, natural resources and conservation easements, groundwater and/or mineral rights, nationalization of lands, and the preservation of our 4th Amendment right to privacy. Property owners should be notified of their rights with regard to condemnation, annexation, or easement; and the condement should be required to petition a court of jurisdiction to show public necessity. Taking of property should result in immediate compensation of fair market value to the owner. These issues should be administered by elected officials accountable to voters.
We support the State of Georgia’s historic claim to water rights in Tennessee River as well as the Chattahoochee and other rivers.
Protection from Extreme Environmentalists
We oppose environmentalism that obstructs legitimate business interests and private property use, including the regulatory taking of property by governmental agencies. We oppose the abuse of the Endangered Species Act to confiscate and limit the use of personal property and infringement on property owner’s livelihood. “Climate Change” has been twisted from an objective scientific field of study to a political agenda promoted to control every aspect of our lives. We support the abolition of the Environmental Protection Agency and repeal of the Endangered Species Act.
Defending American Citizens
We support continued Congressional investigations of the Internal Revenue Service’s targeting of specific political groups and individuals.
Preserving Private Enterprise
We believe that goods and services which are not transported across state lines should not be subject to federal regulations, or regulated by any other level of government other than the minimum necessary to prevent disease, fraud, injury to others, or other infringement of citizens’ unalienable rights.
Employment Non-Discrimination Act and Laws
We oppose government regulations that coerce business owners and employees to violate their own consciences, beliefs, and principles.
The State of Georgia should forbid mass surveillance of citizens by government agencies, specifically mass video surveillance of public areas.
REFORMING THE JUDICIAL SYSTEM
We support the right to privacy and security of prospective jurors. Courts must show relevance in questioning jurors and balance the prospective juror’s right to privacy and lawyers’ need to know.
We support the right to inform the jurors of their common law power to judge the law, as well as the evidence, and to vote on the verdict according to their conscience.
We support adopting a Constitutional Restoration Act and the principle of judicial restraint, which requires judges to interpret and apply, rather than make the law. We support judges who strictly interpret the law based on its original intent. We oppose judges who assume legislative powers.
Remedies to Activist Judiciary
We call on Congress and the President to restrain and remove activist judges who abuse their authority. Further, we urge Congress to withhold Supreme Court jurisdiction in cases involving abortion, religious freedom, and the Bill of Rights. We support the repeal of all Federal statutes regarding lifetime judicial appointments and call for periodic reconfirmation of all Federal judges, including Court of Appeals and Supreme Court Justices.
American Law for American Courts
No foreign law or international edict shall preempt the United States Constitution or the Georgia Constitution, or be used as the basis for any decision, except required by contract between the individual parties.
We support allowing any person to sit for the Georgia State Bar Exam regardless of where he or she received their law education as long as criminal and ethical background requirements are met.
RESTORING INTEGRITY TO OUR ELECTIONS
We support modifications and the strengthening of election laws to ensure ballot integrity and fair elections. We support the Secretary of State strictly enforcing printing of Results Tapes for electronic voting for early voting and Election Day at polling locations after the polls close for all counties. We support increased scrutiny and security in balloting by mail, prohibition of internet voting and any electronic voting lacking a verifiable paper trail, prohibition of mobile voting, prosecution for election fraud with jail sentences. We support all means of protecting the integrity of our elections, including the optional use of paper ballots. We oppose countywide polling locations due to heightened potential for fraud.
We believe that the introduction of nonpartisan election for any office in a Coweta County is harmful to the public, since it denies them the ability to better understand the worldview and beliefs of their potential elected leaders. We, therefore, oppose nonpartisan elections in Georgia generally, and Republican counties in particular.
We support restoring integrity to the voter registration rolls and reducing voter fraud. We support the repeal of all motor voter laws. We support requiring photo ID of all registrants, proof of residency and citizenship, along with voter registration application, a 30-day registration deadline, and requiring that a list of certified deaths be provided to the Secretary of State in order that the names of deceased voters be removed from the list of registered voters.
We support passage of a law requiring newly appointed state or local officials, such as judges, county commissioners, and school board members, to run in the first election following their appointment without the incumbent designation by their name.
We support protecting the integrity of the Republican primary election by requiring a closed primary system in Georgia.
Primary vs. Convention
We support the right of the Georgia Republican Party to determine the best system for nominating candidates for the general election ballot. The Coweta Republican Party supports a convention nominating system based on the Utah and Virginia models that give greater influence to Republican activists and helps to hold elected officials accountable to conservative principles by a better-informed electorate.
We support full disclosure by political candidates of the amounts and sources of any campaign contributions, whether contributed by individuals, political action committees or other entities. We support the abolition of limits on campaign contributions. We oppose reporting requirements that infringe on the free-speech rights of citizens. We urge immediate repeal of the McCain-Feingold Act.
We support legislation requiring labor unions to obtain the consent of the union member before that member’s dues can be used for political purposes. We oppose card check.
We support the Electoral College and oppose attempts to undermine it.
Elected State Board of Education
We believe that the State Board of Education should be elected by the people for a four-year term, consisting of one member for each congressional district. Their responsibilities must include maintaining sole authority over all curricula content and the state adoption of all educational materials. This process must include public hearings.
Certificate of Need
We urge the Georgia General Assembly to abolish Certificate of Need (CON).
English as Official Language
We call for the passage of legislation making English the Official Language of the United States and Georgia.
We propose that every Georgia driver’s license shall indicate whether the driver is a United States citizen. Licenses shall not be issued to anyone illegally in the country. The State of Georgia shall not recognize as valid any state driver’s license photo where the person’s face is obscured.
The Fair Tax
We support replacing of all federal direct taxes with an Import Sales Tax (IST) and if necessary a National Sales Tax or the “Fair Tax”.
End the IRS
We support the abolition of the IRS as we know it, and the collection of all federal sales taxes by state and local governments. This will help to put teeth back into the 10th Amendment.
